Homes, prices, commutes, flood checks and taxes in Brevard County's two largest cities, side by side.
Palm Bay and Melbourne sit side by side in south Brevard County, so the choice comes down to the home you want and the drive you will accept. Melbourne puts you closer to the airport, downtown, the hospitals and the beach causeways.

"Palm Bay vs Melbourne" is one of the first comparisons people search when they start planning a move to the Space Coast, and a lot of folks also ask whether the two are the same place. They are not. They are two separate cities with their own city governments, utilities and tax rates, even though the federal metro area that covers Brevard County is named Palm Bay Melbourne Titusville. Here is how they compare on the things that change your day to day life and your monthly payment.
No. Palm Bay and Melbourne are separate cities in Brevard County that share a border, with Palm Bay to the south and west and Melbourne to the north. Your city decides who provides your water and sewer, which city millage shows up on your tax bill, and which permit office reviews your next project.
The line between them is not always obvious when you drive it. Some addresses near the border carry a Melbourne mailing address while the parcel sits in a different jurisdiction, so always confirm the city on the parcel record with the Brevard County Property Appraiser rather than going by the mailing address.
Palm Bay is the larger and faster growing of the two, and it has a higher share of owner occupied homes and a lower median home value. The figures below come straight from U.S. Census Bureau QuickFacts.
| Census measure | Palm Bay | Melbourne |
|---|---|---|
| Population, 2020 Census | 119,760 | 84,678 |
| Population estimate, July 1, 2025 | 148,092 | 87,097 |
| Owner occupied housing rate, 2020 to 2024 | 79.7% | 59.7% |
| Median value of owner occupied homes, 2020 to 2024 | $283,200 | $306,400 |
| Mean travel time to work, 2020 to 2024 | 27.8 minutes | 22.8 minutes |
Keep in mind that the home values are survey averages across several years, not what homes are listing for today. For current prices on the exact streets you are considering, look at recent sales in each area or search homes for sale in Palm Bay and compare them with similar homes in Melbourne.
Melbourne has a wider mix, including older established neighborhoods, condos and townhomes, riverfront homes, and newer communities toward the west.
Much of Palm Bay was laid out in the 1960s as one very large subdivision, which is why you see so many similar sized lots and why builders are still filling in vacant ones today. That creates choice for buyers who want a newer home, a garage, or room for a pool or a boat, but it also means some areas still run on private wells and septic systems instead of city water and sewer. My Palm Bay new construction versus resale guide walks through those tradeoffs.
Melbourne's housing stock is older on average near downtown, US 1 and the Eau Gallie area, with more variety in style, age and price. Buyers there often trade lot size or a newer build for location.
Melbourne usually does. Census puts the average commute about five minutes shorter in Melbourne, partly because Melbourne Orlando International Airport, major hospitals and the causeways to the beaches sit in or near Melbourne.
That gap depends heavily on where in Palm Bay you live. Northeast Palm Bay near US 1 and the Indian River is close to Melbourne, while the southwest side near Bayside Lakes and the areas west of I 95 add several miles to most trips. If you are moving here on orders, my post on how far Palm Bay is from Patrick Space Force Base lays out drive times by area, and the Palm Bay commute and jobs guide covers the rest.
Both cities have properties in and out of special flood hazard areas, so flood risk is a property question, not a city question. Check every address on the FEMA Flood Map Service Center and get insurance quotes before you write an offer.
Riverfront and low lying areas in both cities need the closest look. In Palm Bay, ask about the drainage swales and culverts along the street as well. My guide to Palm Bay flood zones, drainage and evacuation explains what to check.
Look up the actual parcel and its tax history instead of estimating from a city average.
Remember that the seller's bill may reflect their homestead exemption and the Save Our Homes cap. Your bill after closing is based on the new assessed value, so budget for the reset. Florida Amendment 3, approved November 3, 2026, also raises part of the homestead exemption starting in 2027; see what Amendment 3 means for Brevard County. The Florida Department of Revenue exemptions page explains homestead and the other exemptions you may qualify for.
Melbourne has the older downtown along the river, the Eau Gallie Arts District, and more restaurants, shops and medical offices close together. Palm Bay is more spread out and residential, with shopping clustered along Malabar Road, Palm Bay Road and US 1, and a lot of open green space.
In Palm Bay, Turkey Creek Sanctuary, Fred Poppe Regional Park and the Castaway Point area on the Indian River give you trails, ball fields and river views close to home. The City of Palm Bay lists parks, utilities and permits. Melbourne puts you a shorter drive from the US 192 causeway and the beaches in Indialantic and Melbourne Beach.
When I help buyers compare these two cities, I suggest choosing the house first and the city second. Pick two or three homes you would be glad to own in each city, drive from each one to work, the grocery store and the beach at the hours you would really make those trips, and get insurance quotes on all of them. The right answer usually becomes clear once you see the full monthly payment next to the drive.
The honest downsides are worth saying out loud. Palm Bay's growth means more construction traffic and some roads that have not caught up yet, and parts of the city sit far from the beaches. Melbourne often costs more for a similar house, and many of its homes are older, which can mean roof, plumbing or electrical updates and a harder insurance quote. If you are buying new construction in either city, get your own representation before you visit a model, and call me to set up the builder appointment. My Palm Bay neighborhoods guide is a good next step.
If Melbourne is high on your list too, my Space Coast relocation site covers Melbourne and the rest of Brevard County.
By the Census measure, yes. The 2020 to 2024 median value of owner occupied homes was $283,200 in Palm Bay and $306,400 in Melbourne, though prices on any given street depend on the home's age, size, lot and location.
No. Palm Bay is its own city in Brevard County with its own government, utilities and permit office. The federal metro area is named Palm Bay Melbourne Titusville, which is why people often group them together.
Melbourne is generally closer, since the US 192 and Eau Gallie causeways leave from Melbourne. From northeast Palm Bay the beach is a short drive, while the southwest side of Palm Bay adds noticeably more time.
Palm Bay has far more new construction, much of it on vacant lots in the south and west parts of the city. Melbourne has newer communities mainly toward the west, with less vacant land overall.
